Overview

Jim has represented many municipalities in the negotiation, drafting and implementing development and redevelopment agreements including those in tax incremental financing districts as well as traditional financing. As examples Jim served as lead counsel for several municipalities developing its zoning requirements and filling its business and industrial parks. With regard to residential development, in addition to advising his client municipalities on planning and subdivision issues, Jim was the primary counsel for a village, drafting the master development agreement and creating a system for seamless individual developments within the project. He currently serves as general counsel for many municipalities and continues to provide development and redevelopment services to those municipal entities and others.
